中国优质绿色产能不是过剩，而是世界急需。4月16日，阿拉伯联合酋长国遭遇雷暴雨，迪拜这一天的降雨量相当于当地平均一年半到两年的雨量。另据气象学家分析称，2023年是自1850年有记录以来全球最热的一年。这都催动人类必须加快应对全球气候变暖带来的极端天气对社会生产等各方面的破坏。国际能源署(IEA)警告称，当前化石燃料的使用量仍然“过高”，在这样的背景下，人类面临的挑战不是绿色“产能过剩”，而是严重短缺。
正如外交部官员所言，美方抛出的所谓“中国产能过剩论”，看似是经济概念，实质是虚假叙事，背后包藏的是遏制打压中国产业发展的祸心，旨在为本国谋求更有利竞争地位和市场优势，是赤裸裸的经济胁迫和霸道霸凌。
美国一方面口口声声指责中国的“贸易政策和非市场经济行为”，炮制所谓“产能过剩”谬论，另一方面却大肆滥施霸道霸凌：无视加沙超过11万平民伤亡，连续四次否决联合国安理会推动加沙立即停火的行动努力，践踏人权，却于22日发布2023年“国别人权报告”，对全球近200个国家和地区的人权状况指指点点，污蔑中国在新疆实施“种族灭绝”和“危害人类罪”，剥夺香港政治自由和自治，侵犯西藏人权；并对华发起新一轮被世贸组织裁定违反其规则的301调查；一边出台大规模援助乌克兰法案，拱火加剧乌克兰危机，一边对中俄正常经贸往来进行无端指责，拟对中国金融机构和其他实体实施制裁；并通过了关于台湾和印太地区提供80亿美元资金和TikTok的法案。
美国拒不承认其全球霸权已经过时的事实，随着沙特和伊朗历史性和解带来中东地区“和解潮”、金砖扩员开启“全球南方”联合自强的新纪元、共建“一带一路”联结150多个国家、41个国际组织推动世界进入高质量发展新阶段、构建人类命运共同体成为国际共识，时代光辉旗帜，连续七年写入联大决议，世界经济重心逐渐从西方转移到东方，单极霸权逐渐被多极多元代替，美国霸权倍感焦虑。所谓中国“产能过剩”本质上就是美国“霸权焦虑过剩”。
在中国为应对全球变暖而推行的绿色能源转型投资加大“乘数效应”，为包括西方国家在内的全球绿色产业发展提供了支撑和帮助时，美国在加大维护霸权的军备开支。美国今年的军事预算再创新高，达到8860亿美元，超过了排在后面的中国、俄罗斯、韩国、日本、意大利等11个国家军费总和。这值得所有爱好和平的国家警惕。
